The master plan for Dholera smart city has been drafted and is all set for execution. The largest Greenfield project of India, Dholera shall be built six times the size of Shanghai and twice the size of Mumbai. While the other 100 smart cities shall be Brownfield projects and take shape from existing cities, Dholera SIR is the only smart city that shall be built afresh.
The project was envisioned long back when Hon’ble Prime Minister Mr. Modi held position as the Chief Minister of Gujarat. The city holds strategic advantage of being close to the Delhi Mumbai Industrial Corridor and being a special investment node on it. This makes Dholera smart city a potential global trading and manufacturing hub and an investment zone preferred by worldwide investors.
While the government has sanctioned funds worth Rs. 5,400 crores (appx) in various projects of Dholera smart city, the inflow that is expected from alternative sources such as PPP model and foreign funding is voluminous. This can also be seen through commitments made by many multinationals in the last held Vibrant Gujarat Summit to invest in the region and set up their manufacturing plants. Various conglomerates have taken interest in the area and finalized deals for purchasing multi-acres of land in the region.
Dholera smart city shall be developed over 920 Sq. Km, area of which 567.39 Sq. Km. will be developable area. A high access corridor shall be built through the heart of the city which shall consist of city centre, logistic hub, knowledge & IT Park and recreation, entertainment and sports facilities. The purpose of development of this area is to attract investments in DSIR.
The city shall boast of exemplary connectivity through six lane expressway, port, Dholera international airport, railways and high speed metro rail. Dholera airport has been recently approved by the airport authority of India and the development site for the project has also been finalized 20 kilometers from Dholera smart city. The city shall thus be linked well to the surrounding cities of Ahmedabad, Bhavnagar and Vadodara and shall also be linked globally via air.
Trunk infrastructure development activities have begun in the zone and Rs. 1700 crores (appx) tender for constructing roads and services has been awarded to L&T. Similarly, the construction for ABCD complex has also been finalized and shall begin shortly. The city shall be divided in six town planning schemes and shall be built in three phases. Each phase shall take about 10 years to get completed with the entire city expected toreach the finishing line by 2040.
Dholera smart city is the fastest growing smart city of India and probably one with the maximum potential to attract investments from across the world.

With a physical footprint larger than Singapore, Dholera is India’s largest greenfield industrial city. Dholera is part of the Delhi Mumbai Industrial Corridor, which aims to transform India’s manufacturing and service base by developing a number of smart, sustainable and industrial cities along the 921-mile long corridor between Delhi and Mumbai.
